The City of Havre, along with its partners, the Montana Department of Transportation (MDT) and Hill County, is developing a Safe Streets and Roads for All (SS4A) Safety Action Plan. The plan aims to enhance transportation safety and accessibility on streets and roads for all users in the greater Havre area, including pedestrians, cyclists, motorists, and commercial vehicle operators.

The development of this Safety Action Plan is funded by the U.S. Department of Transportation (USDOT) through the Safe Streets and Roads for All (SS4A) program, which provides federal grants to support regional, local, and Tribal initiatives focused on preventing roadway fatalities and serious injuries.

What is the goal of the SS4A Safety Action Plan?

The goal of the Safety Action Plan is to create a comprehensive list of well-defined projects, programs, and innovative and cost-effective strategies aimed at improving transportation safety and accessibility. These may include intersection improvements, turn lane updates, sidewalk improvements, and more.

This process will identify, prioritize, and support securing funding for the implementation of initiatives outlined in the Safety Action Plan. Projects will be pursued incrementally as funding becomes available. A timeline for funding has not been determined.

What areas in the greater Havre area are being studied?

The project will develop a comprehensive safety action plan for the greater Havre area, with a particular focus on high-traffic corridors and higher-density areas, such as school zones and public parks. These key corridors include:

  • Old Post Road/11th Street/10th Street from the junction of Montana Highway 87 (MT 87) to 5th Avenue (MDT urban route).

  • 2nd Street West from 16th Avenue West to 5th Avenue.

  • Taylor Road from Rocky Boy Reservation to the junction of Montana Highway 234 (MT 234).

How will the plan be developed?

The plan is being developed using a data-driven and community-informed approach.

  • The City of Havre, in collaboration with the project team, including Hill County and the engineering consulting firm IMEG, will hold regular meetings to advance the plan.

  • IMEG engineers and staff will collect and analyze data, studies, and feedback from the community. They will use this information to develop plan recommendations and identify preferred safety programs, projects, strategies, and safety countermeasures to be implemented.

  • The Safety Action Plan Committee, comprised of local leaders, transportation professionals, partner agencies, and community representatives, will guide, inform, and provide feedback as the plan is developed.

  • Most importantly, the plan will be informed by the insights and feedback of community members, like you!
